These type of incedents are refered to as "False Flag" attacks. It's objective is to make the population believe that it was someone else who did it and make them support a certain idea/action. In this case, it was the sending of troops overseas to secure oil extraction rights and to have the population DEMAND more protection from this new "Foe". This has opened the door for authorities to take any action they seem fit on the name of "Fighting Terrorism", like for example the massive surveillance done by the NSA.

TL;DR

They have created an excuse for everything that they wish to do that if it weren't for this event they couldn't do due to public opinion.
