Concluding notes
During the video and you making orders you can hear JackZ say "hi" in a rather confused manner, pointing to fact he reportedly couldn't hear you. It is a very common issue for your microphone to stop working in gmod especially when switching the device or turning it on/off whilst having the game loaded, which could have been the issue.
You cannot report someone, request them to provide proof and if they haven't recorded punish them, it simply isn't fair. As other users have reported not being able to hear you I cannot punish JackZ on the assumption he was breaking FearRP, especially since he did seem very confused at you approaching the window.
