[Guide] How to be a Police Officer

This will be a guide on how to be a police officer and how to properly enforce the laws. 
This will be sort of an update to Venom's post which is becoming outdated, I left some information that is in his guide out of this one so you should still check his out :D
Before you patrol
1. Make sure to check the laws (F1 -> Laws)
2. Make sure your car is fully gassed & repaired
3. Make sure you are comfortable with your ELS keybinds (use the command /vcmod to edit/see the binds)

Tools



Glock 17: Typically your last resort. Use this only if you need to use lethal force or in a felony traffic stop. Only fire with the intent to kill. It is a very reliable weapon but is not very good at range, for longer engagements consider a G36C or an AR15. You can get more ammo from your police car (/resupply while touching the car).

Taser: One of the first less lethal tools you have to keep people in check. This is to be used if people are non-compliant or running from you. You must reload it after you tase somebody and you only carry 5 extra charges on your person. You can get more batteries from your police car (/resupply while touching the car).

ASP Baton: Can knock out suspects when hit in the head (useful if you run out of taser batteries). Also pushes back people when hit (good for closing prison cell doors and other things). It is one of your less lethal weapons but keep in mind too many hits and they will die!

Handcuffs: If you want to detain or arrest someone, always put them in cuffs. This is mainly for officer safety: a man in cuffs poses little (if any) threat. You must cuff people in order to search them. After cuffing, take out your hands/keys tool and press R to search.

Ram: You may open doors and keypads with this. It will only work on things owned by warranted (search or arrest) players. You can also remove warranted players from the car by press right click. This will take some time.


Radar Gun: Used to find the speeds of vehicles that you point it at. You do not have to be outside of your vehicle to use the radar gun. To use the radar gun while in any vehicle, press shift + left click. It may not always work on the first try, keep trying. To use the radar gun outside of a vehicle you only need to left click.


Arrest/Unarrest Baton: Left click to arrest warranted players, right click to unarrest.

Radio: Suspects can outrun your patrol car or your two feet but they cannot outrun the radio. Always scan license plates. Here are some very useful commands that your radio gives you:
     /backup: Notifies all units of your location and that you need help
     /pursuit: Notifies all units of your location, the license plate you last scanned, and the make and model of the vehicle you're pursuing. Only works if you've scanned a plate. Do not use to tell other police to pull over a vehicle.
     /panic: Notifies the entire city of your location and that you need help. (not recommended)
     /warrant <username/ID/License Plate> <arrest/search> <reason>: Use this to request permission from the president to impound a vehicle, search a property or arrest a suspect. Keep in mind you can warrant license plates, this should be the first thing you should do should the suspect fail to pull over.
      Note: You do not need a search warrant if your life or someone else's life is in immediate danger.

ALPR: These are cameras carefully concealed on your cruiser that automatically read license plates and check databases to see if they're stolen or the owner is wanted.

Cruiser Lights: Your cruiser lights have a few settings: caution, high priority, stable and illuminate. Caution is pretty self explanatory. High priority is to be used for calls where you're responding code 3 (lights & sirens, urgent) and to let people know they need to move over. Stable is used for felony traffic stops and when the vehicle is not moving. It is used in felony traffic stops because our departments does not issue us cruisers that have the ability to use takedown lights alongside our main lights. The general idea is it makes it harder for dangerous suspects to see you. The illumination mode is rather useless. It is not recommended for use because the crazy mechanic that outfitted our cruisers does not let us select alley lights and takedown lights independently so you'll almost certainly inadvertently blind someone with your lights. Who the hell even installed those bright lights in the reverse lamps?

Cruiser Siren: You have three modes with your siren. Wail, yelp, and priority. I personally recommend keeping your cruiser set on yelp and then using your manual siren (the wail tone) for warning to let people know you're crossing intersections, crosswalks, blind corners, etc. Other departments typically do the opposite but our siren controller has less features then other departments.


AM I BEING DETAINED?!?!




You can detain suspects until you have finished investigating a crime scene. Keep in mind that detained suspects may have been armed at one point. Just because a search came up with nothing does not mean they were not armed (especially if you saw them with a gun). You can detain people on properties you are searching. Arresting is for when you know for sure somebody has committed a crime and you intend on arresting them.




Implied Laws



EvoCity is in America so unless otherwise stated by the president & the laws people have constitutional rights. There are some implied laws that are not in the perma laws and do not necessarily need to be in the president's laws (keep in mind that in some cases the president can legalize these actions):

Obstruction of Justice/Police Officer: This is somebody preventing you from doing your job. This can be interfering with a traffic stop to unreasonably denying you access to somewhere (like a house with a search warrant).

Battery & Assault: Battery is unlawful physical contact whereas assault is creating apprehension towards that physical contact.




Probable Cause



You need probable cause to search places. Probable cause includes seeing/hearing contraband and anything else that is illegal. People running away from you when they see you is probable cause. People saying "it's the cops, hide!" is probable cause along with "watch out, it's the police!" and other variations of that.




The Traffic Stop



1. Turn on your emergency lights, preferably on the "caution" setting
2. Make sure to scan the subject's car with your radar gun. This is extremely important as the citizens of EvoCity don't like pulling over.
3. Wait for the suspect to pull over. If he does not seem to notice you then given your manual siren a quick burst.
4. If he pulls over, approach the vehicle and ask for his license and registration.
5. Give them a warning, ticket or arrest them.




The Pursuit

If he fails to pull over get a warrant for his arrest by using his license plate number and then use your radio to call in a /pursuit. Follow the vehicle at a safe distance until backup arrives. Work together with other officers and stop the suspect. Our department currently lacks spike strips and other means of taking down vehicles so if a vehicle becomes dangerous to yourself or pedestrians or really anyone you may open fire.
Examples:
A car barrels down mainstreet while fleeing from police, striking two pedestrians
A car is busting through a police barricade and risks running you over




10 Codes



The Department of Homeland Security and FEMA both advise to use plain language instead of 10 codes. Not all departments have followed these recommendations but there's no point in not shifting the ECPD over.

ECPD or EC:PD



Many people on the server prefer EC:PD for whatever reason. If your sergeant tells you to do it then just listen. However, if you are a sergeant, there is no point in the colon. No other police force (at least that I've heard of/seen in USA) puts a colon in their name and our cruisers don't have the colon either. Don't take my word for it, go through this list and look for one that has a colon in it.




Impounding
Impounding is done for illegally parked vehicles, stolen vehicles (at no charge to the owner typically) and vehicles that flee police.
How to impound:

1. Get a search warrant for the vehicle.
2. Unlock the car (like you would your cruiser) and drive it to the Nexus Garage (it's good to have defenses there)
3. Inform the owner their car has been impounded so they don't mark it stolen



Hostage Situations



1. Block off the immediate area with roadblocks and cones. Detain civilians that refuse to leave the area.
2. Call SWAT in, they have more tools to use than you
3. Make contact with the hostage takers
4. No matter what, even if you don't plan on giving in to their plans, negotiate with them
5. Decide if it is worth it to go with their demands. Ask the president. The USA's policy is to not negotiate with terrorists but in some cases you may want to.
6. Remember to use /hostagemoney. This will place money that can't be picked up for 15 minutes (you can pick it up before then)
7. After the hostage is safe (or if you are not giving in to the demands), take the hostage takers down. Let SWAT take the lead as they have more firepower and concussion grenades.




Chain of Command
President: You listen to him no matter what
Vice President/Acting President: He is 2nd in line to the president, if the president is hostaged or otherwise not responding then you are to obey his commands
SWAT Sergeant: Listen to him when SWAT is called into a high risk scene
Police Sergeant: Listen to him in most cases. Ask him to go undercover & set up roadblocks.

Use of Force Continuum

Looks pretty decent, seems like you're really into Police and that's what makes your guide useful. Keep it up and good luck on updating with even more useful info.
