Thank you for addressing the issue Soul and i look forward to the result of this project.
Full server on v5p: 10-15 fps average
Full server on v2d: 50-60 fps average
Full server on v4b1: 30-40 fps average
Full server on v33x: 40 fps average
Honestly a lot of it is the v5p map, its so huge and the layers of it make it so you're rendering pretty much the whole map 24/7, Which creates a lot of FPS lag, as when you're in the city, you're rendering parts of the MTL/Villas as its underneath the city.
Having a map change honestly isn't the worst idea, as it will benefit the community in other areas as well as improving global fps rates.
Hopefully whatever the Development team do to better everyones FPS while playing will actually make v5p a playable map when the server is remotely populated.

I've been trying to bring this up with people for ages, praise the lord it's getting attention now. Hopefully you get good results.
Based on my observation, FPS seems to be affected by these 3 factors the most in no particular order;
Clients currently connected (This could be ill-optimised code in the gamemode script. Too many calculations per tick etc)
The map (Most likely to do with polygon count)
Vehicles (Polygons again)
I'm not a coder, this is just based on what I've observed in-game for the past 3+ years i've been playing.
PC specs if it helps:
CPU: Ryzen 5 1600
GPU: GTX 1080
RAM: 2x Corsair 8gb Memory
Storage: 960 Evo SSD, Toshiba 3TB HDD
Fps with 70+ online in the city is typically 25

Hey everyone,
Sorry for a bit of a bump but i'm curious to what your results will be now. We've switched to V2D and i've applied a few performance improvements to the server. It would be great if you can post your results again on the new map!
I really hope to be tackling this issue soon myself so any information or data I can get will be very helpful.

When the server is full on v2d I’m getting over 60fps in a Nexus raid.
Good specs or not, v2d is great. Best fps and fun I have ever had on Fearless.
