It was either "patrolling as SRU' or breaking NLR since i died in the nexus. My patrolling didnt extend further then the bank and the border of the slums area.

Well again. Unless you have proof of him doing actual cop jobs then he hasn't done anything wrong. He was waiting outside his NLR zone. Rather then stand around he walked up and down the street.
