If it is why is Garry's Steam ID Not on the FL Database?

Head to that guy's Steam page and check the last used aliases. Here's the link: http://steamcommunity.com/id/TheLegendaryProDiiGy/ . Oh and to answer your question, 4 digit Steam ID's can be purchased anywhere really.

So how would I think that you got the achievement? Probably some glitch or whatever that allowed him to activate the achievement which triggers the achievement for everyone, nothing more. Yes, "glitch" as this is not an exploit.
