The DDOS hasn't stopped, you can usually determine whether or not the servers are up by checking if the ban page is loading. The website is usually stable during attacks if you think that because the website is up the DDos has stopped.

no, the forums will also usually go down as they are all hosted on the same vps just using different ports.
