Neutral, in real life you wouldn't allowed to have stuff like "nigga" and "pussy" in your license plate. Maybe it would be possible to blacklist such words, at least to a certain extent?
I'm all for such language in IC but I don't think it would be fitting on license plates. Systems with low or shallow player-to-player interaction erode the social dynamics that keeps FL interesting.

You have to apply for licence plates IRL. No way the govt would give you a discrinatory plate. -support
