There is also the indisputable argument that Counter Strike Source is not necessarily a game the potential playerbase has anymore. This becomes a problem when the map is littered with Counter Strike Source mining rocks.
Any new player that joins the game and does not have CS:S sees errors.
Expecting the person to download the content separate or buying the game is not tackling the problem and will most likely lead to an uninterested player.
