Should this case be re-opened as Suarez is now a moderator again?

There could be many reasons as to why Suarez had resigned, but from what I can see, it's because of this case. Please feel free to correct me if I'm wrong. 
This case should be re-opened as it was not concluded properly as Suarez has been re-assigned to the staff team.

I was assuming that the case would be treated as a player report at the very least.
