Again you have completely avoided the question. WHAT am i supposed to do if no one has a medicpack ETC, which was my first question, and how am i supposed to use the situation to my advantage?

1. It is guaranteed there are people who will have med kits, or will otherwise help you in some way, if you ask for help.
2. If nobody has a med kit (which is unlikely), talk to a black market dealer since they can provide cheap, less effective alternatives.
3. If there is really no way of getting health back, try and get someone to become a paramedic (send messages to the government asking for a medic).
4. If all else fails, you're screwed. Plain and simple.

Using the situation to your advantage means, in this case, roleplaying being seriously wounded, limping across the streets, asking for assistance, before entering the nexus, asking for help, and passing out. That's just off the top of my head; you need to try and think of imaginitive ways of dealing with your problems.
