Use the tweak in the thread, but you could also add this part too mat_queue_mode 1 - the one stands for dual core. Although I believe the default setting is automatic, but there's no harm in using the manual, forced setting in case the game detects your cpu's cores wrongly.

Just enabled this, went from 20-40fps to 50-80fps in the city :o

Edit:
Only thing increasing fps is gmod_mcore_test 1, and this causes HUD icons to flicker like crazy :/
