Advising someone about the rules isn't considered backseat administrating (at least not in my eyes.) Taking matters into your own hands, however is and that will lead to punishment (such as RDMing somebody for proppushing.)

The backseat admin rule states that if you see a rule breaker, try to inform then, do not take matters in to your own hands (thus is not a quote). So yes you can inform them of the rule they are breaking
