Title of Suggestion: Warrant Interface

Description
Rather then typing out /warrant 99 arrest reason etc. have the ability to just do /warrant which will then open up an interface similar to the /ticket system where you can just fill out as you see fit.

Why?
I think this would make warrants more simplified to fill out and allow newer players to be more efficient as law enforcement.

It could be added to the arrest baton as a function as well. Press R looking at a player and it automatically opens the arrest menu, or you can use a command if you want to.
