Per rule 7.1, he shouldn't be trying to mug people in the middle of the city with a witness right next to him, even though the server was pretty empty at the time. Also, after you explained that he cannot mug players in public he just chose to shoot you instead of leaving. His job was set to "private contractor", which is a bit vague and I suppose it's valid though.
