Title of Suggestion: Remove Unemployed Job

Description
Removing or fixing the unemployed job.

Why?
The unemployed feature seems pointless on the server. It's killed the President/ Vice President job, which then makes the SWAT job dead. It was nice to try but unfortunately it has failed.

President/VPs salary is based solely on the tax, unemployed have 0 salary so therefore pay no tax. Yet unemployed can also raid the President for having high tax so the President ends up with no money as unemployed make up the majority of the server usually and the President also has all the risk as before with less to gain.
