Title of Bug: I can't rep people??

Description: 
basically whenever i try to rep someone i get this message? I dunno if its a bug or not. I tried doing this on several people after i noticed it.

A way to bypass the issue, for now, would be to visit the actual +rep URL for the person you want to rep.

(Replace the 11964 with the profile ID of the person you want to +rep, which can be found in the URL on their profile page)

Is this issue still occurring? Checked permissions and it's all fine this end. Did you give out more than 5 reps in 1 day? This is the maximum allowed in a 24hr period.
