Title of suggestion: Allow the president to give custom passes.

Description: The president will be able to give a custom pass out so for example "/pass give Pufitee Gun License" and then it would show the word Gun License on the person similar to Visitor and the other one forgot what it says

Why: This will allow for presidents to not have to individually type in the laws:

John Jong has a gun license
crackhead dave has a gun license
etc....
This could also be used if the president sets up a congestion zone where for example there are alot of cars in the main city the pres can make that a congestion zone in the laws where no cars are allowed in unless they have a Congestion Pass similar to areas like London. This can work other ways aswell.

Yea thats what I thought but maybe it could be like !pass give John Gun License [insert hex color here]
