I'm pretty sure this is a joke, but i'll treat it seriously.
This was an in context personal message after he raided my casino as SRU. The message never stated that it was ooc so i'm not sure why Ali seems to think that this was directed at his no doubt wonderful irl character.
The message refers to the fact that he couldn't find me hiding in my casino, and was hence "dumb as fuck".
I apologise in advance for anyone who had to waste time reading this terrible PR.

Is there any way that you can prove that this was written in an Out Of Character context? (PMs can be taken in or out of character)

That is correct, PMs can be taken In and Out of Character as you stated. Unfortunately for Budy, I believe he offended me OOC. However if any more evidence needs to be provided, logs can be checked to see what command Budy used. If it was /pm Ali <text>, then it was OOC. Or if it was /pm (citizen ID) <text> then it's safe to say it may have been In Character.

Love that crazy rule you just made up about citizen id's being the only ic pms, bravo but that's never been a thing.
Anything not stated as being OOC is assumed to be in character. Unless you can provide actual evidence that this message was OOC, I think you need to give it up.
Just to add context for anyone that doesn't know, Ali is in a rival clan to my own and is hence trying to get me banned any way possible, this was the best he could come up with. This added with one of his friends getting banned for raiding us, has clearly stirred the pot a bit.

How he wrote the PM command does not prove that it is written in or out of character, you would know if he was talking out of character if he used your OOC name (Ali)
in the PM response or was talking about OOC things.
Since there is no other evidence you have to add to this case there is no way of proving that this was said in an out of character context.
