The user that dropped down the elevator did not pose any threat, and was clearly unarmed. Violence should always be the last option.
Archer will recieve a blacklist from weapons. Flame will not recieve any evidence, as he only did shoot one bullet, which most likely was due to the shock of someone dropping down.
