Title of suggestion: Make props no-collide with vehicles while physgunning them.

Description: Simply put, when somebody is moving a prop around with their physgun, it should just go through vehicles.

Why: Removes a majority of prop-pushing possibilities for vehicles.

-Support, propkilling is not really a huge problem on the server. If a propkiller starts to propkill or proppush he is punished in very little time for a very long time.

+support if improved upon by only being active on low hour people by default and also activated once it is detected someone MAY be proppushing.

Would it be possible for it to detect someone's scrollspeed? Say if the scrollspeed is over x amount then it would automatically no-collide?
