Title of suggestion: Adding /fbroadcast for firefighters

Description: /fbroadcast allows the firefighters to alert citizens of a potential hazard, such as a massive forest fire, stay back.

Why: I believe strongly this would enhance roleplay on Fearless even more for the firefighters, with firefighters being able to use /fbroadcast it will make being a firefighter that much better because you have the access to advertise jobs, give information on RTC's and Forest fires etc etc
