Changes to 'Last Chance'

Right, So the current state of last chances seems to be a little messy so the addition of this suggestion should clear things up.

I would like to introduce a Blacklist-type feature into the Last Chance system, So instead of having to wait 6 months after being unbanned from a UBR (or by other means) which, may i mention, you could simply just not play for; I would like to change the system into an in-game hour counter as a last chance.

So essentially how this would work is, Instead of having to wait 6 months to get off of your last chance, You would have to play a certain amount of in-game hours without being punished (Which, by the way, is a way a lot better to prove that you actually have changed and will no longer minge on the server)  rather than just waiting 6 months which anybody can just not play for in order to get off their last chance.

Current last chance system (Example) 
You were banned for 2 years from Fearless exactly 1.5 years ago and you've made a UBR that's accepted and you are unbanned a 0.5 year early as your UBR was approved - Now, with the current system, you could simply just not play FL for six months, then make a Last Chance appeal and have your last chance removed without actually proving you're a changed person and that you'll no longer break rules and minge. 

With the system i am suggesting, after being unbanned and put on last chance, your last chance would work like this: (Example)
Your in-game hours at the time of being unbanned will be recorded, You will then have to play the FL Roleplay Server (Not build) for a total of something along the lines of 350 to 450 hours without punishment in order to be able to be taken off your last chance through a last chance appeal - This system proves you have changed to the staff team so they can actually be confident in accepting your appeal. After you have gained 350 to 450 hours from your original hour count at the time you were unbanned, the system would notify the player that they are now allowed to post a Last Chance Appeal. If the player is punished for breaking rules before they have reached hours required to post an appeal and be taken off their last chance, they would receive same punishment as the current system for those that break rules while on last chance. A system would have to be developed to track the hours a player has before he can have his last chance removed.

The current way staff punish is a little silly too. I think they should really go in-depth with the situation and talk to the party(s) involved privately and even get other staff’s opinion before a justified conclusion. 

Much needs to change in terms of staff guidelines, rule enforcement.

Not just that, but staff should really prioritise teaching people rather than banning them which isn’t much of a deterant.

How come the countries with the lowest crime rates are the countries that focus on rehabilitating people rather than taking away their opportunities in the future with a punishment on their record? Because they stop and think without biased opinion which is something the majority of staff unfortunately lack today.

When someone breaks the rules most staff just pick them up, say "why did you do that" and when they explain and if it isn't a valid reason instant ban. It's ridiculous, those people should be (if they're new) given the option for a teacher to take them on and help them learn how to better their roleplay and actually play the server because at the end of the day teacher's really do fuck all besides give RPP and answer /help's - they need something to do because unless they're someone who actively wants to make the server a better place (pretty much nobody on the teacher team does) they won't do anything beyond give RPP and answer /helps. They need something to do. Like if someone who only really plays CSGO and shit joins the server and understands the basic "gotta pretend to be someone" idea but doesn't fully understand the do's and don'ts they might roleplay a serial killer and start massacring people and the admin bans them for mass RDM without any sort of explanation or attempt to help that person better themselves. Serious changes need to be made.
