Title of Bug: /database missing sections
Description: Sometimes the /database is missing the citizen section. Ruins being able to check IDs ect. Evidence: Will get some next time it happens

I see this happen a lot, were the Citizen DB is gone and on the first tab has a line over it, so you can't click on it, but if you click on it I believe it gives you a script error.

I've never really used it for that. but last time I saw it the government passes bit doesn't work
