Summary:
First of all, he attempted to RDM an AFK citizen with a baseball bat, I then get CDMed by some random officer. This puts me in ragdoll which was the perfect opportunity for him to kill me using the move body tool. He laughs his head off during all of this which clearly thinks of this as some sort of joke. He currently has 5 bans and clearly is not here to RP.
