Since Whisky is having issues with the forums, I'll post the PR for him.

Summary: He randomly shot an innocent bystander whose occupation was a citizen, you can clearly see him shooting at someone in the video at 0:07 and in the video you can clearly see bloodstain from the citizen on the wall behind him and at least 7 missed shots on the office building glass at 0:25 which is an obvious sign of him trying to intentional kill him with a USP-S, this is an attempt rule violation of Combat rule 4.1. He also violated Government forces rule 12.7 in the video, shots fired begins at 1:23. Although Whisky opened F1 to change his job due to bad timing but you can obviously see him killing another fellow Police Officer starting from 1:26, as you can see a cop just got blasted by Billy, bloodstains on the curb from the victim and at least 5 missed shots on the road and Billy instantly disconnected after he just blasted a cop.
Billy has over 200 hours, ban and blacklist history of general minge and RDM. He clearly knows what he is doing and he doesn't have any regards for the community as he was disciplined enough by the staff.
