The situation you recall has nothing to do with why you were banned. You were banned due to a player report.
As seen in the following player report (https://www.fearlessrp.net/showthread.php?tid=79442), you shot an unarmed, detained man and a vehicle that was not endangering the lives of anyone. You failed to pursue the vehicle before opening fire. The fact that he was not complying does not mean that you can shoot him either. If you feel he was breaking fearRP, you should've called a member of administrative staff with @ and in this situation, killing him for breaking fearRP would be backseat administration anyway.
