The way I see it. The only person who broke a rule was moxxa (Raiding as a citizen).
As the server rules state:

As the video provided shows, they went in quietly, lockpicking the door. (though they were spotted by your cameras)
So in my personal opinion, only moxxa will be punished for rule 14.1
As the server rules state:
