I have a tutorial that could help get you started - I am actually in the process of making a pack with a lot of free stuff that can benefit anyone.

Here is the tutorial:
https://www.fearlessrp.net/showthread.php?tid=74920

It also includes the psd file That I use for the Fearless Logo Sigs.

If you need help with anything feel free to ask me and I will make sure to tell you when my pack if finished.

EDIT: If you are asking for what program then the program is photoshop..
