When you leave the nexus (the building you spawn in when RPing as a cop) go to the left. Follow the street to the left again and you should see an alley on your left side, the drugs dealer is hiding in there!

Well, technically there is not a drug dealer, that would be a black market dealer you are referring to.

Well, drug dealers are sellin drugs on shady place, not public so if you didnt find him try to check near slums
