I do not see TechUser breaking FearRP as I didn't see or hear you saying to get out on the beginning of the video. TechUser attempted to drive past you but you ran infront of him, he also stopped the second you got ran over and even got shot down by the other SRU.
I do not see any clear rulebreaking into this report.
