With the new update to Team Fortress 2, pubs are as good as destroyed.
Valve has removed the quickplay menu and replaced their normal pub-servers with Casual which is MEANT to be for casual play but it's just competitive. You can't leave the game unless you want to be punished, you can't play on only one gamemode (The gamemode changes as well as the map).
Hopefully Valve will see their mistake and will revert it but for now, Pubs are dead.
