Title of Suggestion: New forum pages


Description: Add ToS and Forum Rules page in the menu tabs, just like how the "Downloads"-tab works.
The threads are the following: 
http://www.fearlessrp.net/showthread.php?tid=63612 - ToS
http://www.fearlessrp.net/showthread.php?tid=63610 - Forum Rules

Why: These are important pages that all users should know about, and be able to access easier than searching the forums for the threads.
