I think Kevlar and Tranqs would definitely make fights more even. Just think about it, an armed Criminal organisation with Galils, XM10s, Molotovs, Tranqs, Kevlar etc against SRU with M4s, Five seven (Which is not even a good gun), Concussion grenades (Which can easily be avoided).
