CDM blacklists are handed out if situation is any of these below:
The CDM is done intentionally.
The person who CDM's drives off and doesn't care about the person who gets injured.
(Driving a vehicle partly on sidewalk which may cause injuries.) = This happens if the player driving car doesn't try to move out of the sidewalk and keeps driving on sidewalk)
Reckless driving off-road(if CDM happens)(grass, where people may build)

If you get out of your vehicle, and call a paramedic and stay there until paramedic arrives, it is not classified as intentional CDM, but accidential CDM, which you will not be blacklisted for. (Depends on severity, if you accidentally CDM for example 5+ players, you may get a blacklist)
