You don't use a vehicle as a weapon in any circumstance, regardless of whether or not it's "RP". There is no reason at all for this blacklist to be removed, you deliberately ran him over and carried on driving.

Despite calling for a medic, you said you ran him over for "RP". This suggests that you ran him over deliberately which is not permitted. I still see no reason for you to be unblacklisted.

IC: I had panic because this officer shot on my friend , i stoped 1-2 seconds before i ran him over to deceide what i could do. first what i thought was ran him over, after that i had a bad felling and deceided to call a medic
