Summary: DC to avoid RP, racism, disrespect, chat spam, FearRP break, FailRP.

Situation run-through:
There was a RTA outside Nexus, one player died and dropped a firearm, I witnessed TheDevil pick this firearm up. I immediately stopped him, told him to drop the gun on the ground. He refused to do so (I was an SRU with a weapon out, he had no gun in his hands) he then proceeded to say and I quote "you can't prove I did it" and continued to refuse to drop the firearm.
I proceed to caution him and handcuff him accordingly, after several attempts of asking him to follow me, he finally accompanied me to first floor nexus, the whole way through the lobby he was repeating "fuck you *** bitch" over his microphone.
On the first floor, I asked him to get inside a cell, at this point he was being detained for interview as I needed to set up the interview room, so I could conduct a fail trial before warranting his arrest.
He argued this and decided himself not to go in the cell. He refused saying and I quote "you can't do this" and after a few minutes tried to run off again, handcuffed whilst under fearRP of a firearm that wasn't discharged.
I managed to block his persons of which time I repeat my order to him. He refused again, following up with a spam of chat (see evidence) and then disconnected and reconnected back as the same character to get out of the Nexus.
This player has in excess of 135 hours and 2 previous bans for FailRP, I do not believe he has learnt since his last 2 bans and a player with this many hours should know the basic rules of FL by now.
To better the situation, he SHOULD have followed the RP through and contacted staff with any concerns once it was finished.
