I can definitely agree with you. Should be more than twenty minutes, or what will prevent EVERYONE from going Dictator? It would be kind of annoying if every single President was dictator, so I think a significant amount of time should be needed to be Dictator.

I've encounter multiple times where it was appropriate for me to become a Dictator due to circumstances on the server at the current time and there was either A. No Admins on. or B. I received no reply due to admins dealing with other things. Player should have the responsibility to rp correctly as dictator or face punishment if done wrongly/invalidly
