Remove admin approval for dictatorRP

Title of Suggestion: Remove admin approval for dictatorRP 

Description: Allow presidents to become a dictator after 20mins. 

Why: I remember a while back when dictators would happen every day. It was the best thing to do on FL. Everyone would take part. Massive raids hitting the nexus fighting the cops and SRU. Now, nothing like this happens and FL is getting boring. 

I assume the reason that DictatorRP has been admin only is because it affected PassiveRP's. I then request that dictatorRP has rules to what a dictator can ban and a dictator is not allowed to ban shops from running.
