From today, all police and SWAT look like errors, I don't know what to do. I have got all the content packs and have looked at other stuff. Help me ASAP.

Why? Because the government skins are not content packs at downloads at the website menu. ^ If it still not working, reinstall gmod, and if that's not working, uninstall gmod, delete the garrysmod folder in C:\Program Files\Steam\steamapps\common and install gmod again.
