I am not involed, but I want to say something to help this out and make the decision easier for the admins.

After all, the admins have always told everyone that if one bullet is fired by the hostage-takers you are allowed to open fire no matter what, no matter how much failrp you count it as. It just works like that. In all hostage situations if you fire at them they are allowed to raid/guns blazing.
