Saw this a few weeks ago - Is it a CITYRP testing server? is it like where they test new things?

Yes I think it's a testing server.

Actually, Nevy and Mavis are on it, they are so totally like not related to FL at all.
I don't think it is tbh.

It's the development server, which no one is allowed on unless your coding or helping out the developers.
