Looks to me as if he was moving it if it was his car and maybe he has no money and can't pay for toolbox or petrol so he pushed it way from the road so no one does from a car crash but sometimes u unlock your car and can't get in happens to me with police car , I give a little push gently making sure no one is around and it works but those pictures I don't think is enough
