The program, despite Positives claims, is not made by Valve.

The file itself does not seem to be causing any harm, or to be connecting to the internet, but I would still be precautioned.

It's not made by Valve, it's made by SteamWorks.

It's for like, you're talking to some one, they send you a link, and if you're like me; you click close by accident, and you loose the link. Or, if some one gives you information you need, you don't loose it because it'll save it in a .txt.

No. If some one sends you a message, or you message some one, it will save your chat with them in a .txt file.

Thanks this could prove useful.

I have downloaded the file and can confirm that it is in no way malicious. You download the file, and extract it and you get a program called Chat Logger++. After you run it, it basically just opens up and creates chatlogs in the same folder the file is located in.

Sounds like a keylogger that's telling you is a keylogger.
