How is that not RDM? I spawned and walked over to the Guard then a rebel randomly came outside and killed him. Maybe the other individual will post more evidence.

We need to see the context in cases. We can't know if this person actually had a valid reason for killing you. Perhaps you tried to kill him, perhaps you raided him. This is why we require more than just a 12 second video.
