Title of Bug: Jail adverting
Description: Prisoners can advert and request while arrested . And possibly PM too it needs to be disabled and i count it as a bug.

-support on PM. Altought unrealistic, they have the right to ask for a bail, but your comnunications are taken off like Radios and cellphones on arrest, so stuff like radio and PMs should not be allowed. (Except if you ask for a phone call since all prisioners get the right to one.)

+Support, except for PM. PMing should still be allowed as it is an OOC way of communicating, and you should be able to just chat with your friends about OOC related things even while in jail.
