That would be considered either propclimbing or function as a walkway, also disallowed.

That shouldn't be considered propclimbing, suspend it in the air using some props, so it looks like it's attached to the roof.
And according to the rules there's nothing stating you can't have that. Unless there has been a sudden change of rules I'm not aware of. Systems with low or shallow player-to-player interaction erode the social dynamics that keeps FL interesting.

My upcoming RP involves Vents, a lot of them. Would that be ok, if it was rather on or below the ground rather than on ceiling?

If it's really neccessary for RP you should be totally allowed to use it, maybe just ask for a permission.

Im pretty sure so long as its cleared with an admin for the event youve designed it for, it wont be an issue.
