This smells like good ol' DDOS... what times do you experience this?

It's not DDoS, because it's in the same places every time I join and look in that general direction.

Edit:
I've managed to pinpoint exactly where the FPS drop is at and it's at the small set of apartments behind the nexus. It's literally only there and nowhere else.

Yes, as already been suggested, a Lua error was broken, in which they should have fixed by now. If not in the current update, it should surely be on the next.
