Summary: Hilmar was prop spamming, using elastics which are not visible in the screenshots, they were blue and not big enough to see.
Check the logs for him spamming props.
The server was lagging up incredibly bad when he was using these and as soon as he removed these which were elasticated, the lag stopped.
