If you want to squeeze all the power from a 680, you need a PSU with at least 750W, real ones of course.

It seems a bit odd to me. It also happens in Supreme Commander: Forged Alliance. Could somebody clarify?

Like wweee said, temp. and dirtiness affect it quite a bit. Do you have more stuff on the hard drive and have you done a virus scan?

Power supply unit, it provides power to your computer.

Not exactly. A 650W or even 600W would do fine.

Make sure you defrag frequently, at least once a month. I recommend Auslogics Disk Defrag.
